Samsa has introduced himself as an agent of the Concordat, an Exrah group and business rival of the Commissariat. Formerly allied with the Combined Army, this freelance operator's motives are his own.
As a freelance operator, Samsa cannot be hired or even contacted directly. He will show up occasionally to offer his services in operations that may be of benefit to the Concordat's secret agenda.
